The illusion works because your brain tracks motion based on edge contrast. When the bright yellow block moves over the white stripes, the contrast between them is so low that your brain temporarily "loses" the edge of the block, making it look like it has stopped.

Simultaneously, the dark blue block loses its edge against the black stripes. Because they "stop" at alternating times, they look like they are walking! In reality, as you can see when the stripes are hidden, they move at a perfectly constant speed.
